Hi Connie,
I think you are referring to post remarks from ‘Stop SOPA’ day. It was a day of protest. You can read about SOPA here at Wikipedia. As far as never on the web well I can say that thousands of websites took part in the protest including sites as Wikipedia, Tumblr, Pinterest & WordPress. If SOPA were to be passed than the internet will be censored. No charges, official complaints, trial & even no explanation… just one day you go to your tumblr account for example and it is gone. ACTA, PIPA & SOPA are all things we should stay informed about. I hope the information is enough!
